While skill upgrades remain a major source of account progression, heroes can completely change how stages play out, especially when facing difficult bosses and high-pressure waves.
After reviewing the available hero skills and gameplay performance from Chapter 19 progression, some heroes immediately stand out thanks to their impact on survivability, damage output, and overall stage control.
S Tier
Raging Thunder Bell
Skill Enhanced: Gatling Chicken
Raging Thunder Bell immediately looks like one of the strongest heroes currently available. His passive adds an additional Gatling Chicken, significantly boosting one of the game’s strongest summon-based skills.
What really pushes him into S Tier is his active toolkit. He can leap into enemies, taunt nearby targets, increase his own HP, and deal Lightning damage in an area.
During gameplay testing, he repeatedly absorbed enemy aggression, died, revived, and instantly taunted enemies again. This prevented large waves and bosses from reaching defensive structures while buying valuable time for towers and skills to eliminate targets.
For progression-focused players, Raging Thunder Bell offers both damage and survivability, making him one of the safest heroes to invest in.
Rashelle
Skill Enhanced: Ricochet Wheel
Rashelle introduces something extremely valuable that most early heroes lack: reliable healing.
Her skills heal the lowest-health ally or protagonist while also providing additional recovery based on attack power. During longer stages where enemies continuously pressure the player, this healing can dramatically increase survival time.
Sustain becomes increasingly important in later chapters, and Rashelle’s ability to keep both heroes and the main character alive gives her tremendous value across nearly every mode.

Skill Enhanced: Gatling Chicken
Another excellent Lightning-focused hero that enhances Gatling Chicken builds.
His attacks fire multiple scatter shots and launch explosive attacks that deal significant area damage. While he doesn’t provide the battlefield control or survivability of Raging Thunder Bell, his offensive contribution is impressive.
Players focusing on summon-heavy or Lightning-based setups will get excellent value from pairing him with other Gatling Chicken heroes.
Polar Hunter Laya
Skill Enhanced: Freezing Ice Cone
Laya offers something every difficult stage benefits from: crowd control.
Her attacks launch Frost projectiles that knock enemies back while dealing consistent damage. Any hero capable of delaying enemy advances gains additional value because every second bought allows towers and skills to continue firing.
The combination of Frost damage, piercing attacks, and knockback utility makes her a strong pick for progression content.
B Tier
Wasteland Mechanic Max
Skill Enhanced: Pulse Ray
Max provides additional Energy damage through shockwaves and spinning wrench attacks. His kit appears focused on sustained area damage and improving Pulse Ray performance.
The damage is respectable and the skill synergy is useful, especially for players already investing heavily into Energy builds. While he lacks the utility found in higher-ranked heroes, he remains a solid damage dealer.
Radium Eye
Skill Enhanced: Focus Laser
Radium Eye specializes entirely in raw Energy damage.
She launches Energy Missiles and channels a powerful beam attack that deals continuous damage over several seconds. For boss fights and single-target encounters, this damage can add up quickly.
Pure damage-focused heroes often perform well when supported by stronger frontline units, making Radium Eye a good secondary damage option.

Based on the available gameplay footage, Raging Thunder Bell is the standout hero. The combination of taunting, tanking, reviving, and protecting structures had a visible impact on Chapter 19 progression and completely changed how difficult waves played out.
Rashelle also deserves special attention because healing becomes more valuable the further players progress. Keeping heroes and the main character alive longer naturally translates into more damage and more successful clears.
As more heroes are unlocked and tested, this tier list will likely change significantly, but for now Raging Thunder Bell appears to be the strongest all-around hero currently showcased in Duck Survival.
